7. COUNTY PLANNING APPLICATION AT CEMEX QUARRY

The Planning Committee noted an email from Staffordshire County Council advising the Parish Council that planning application CH.20/04/709 M would be reported to the County’s Planning Committee on 1 August 2024 (following cancellation of the first scheduled date due to the General Parliamentary Election) and the Parish Council had received an invitation to speak at the meeting.
The Committee had previously noted that the close date was Monday 29 July 2024 and had not wished to nominate a speaker.
The Chairman, Councillor Pearson, invited County Councillor Sutherland to address the Committee.
Councillor Sutherland advised the Committee that in 2018 he had not supported the planning application (having been a speaker at the Committee) on the basis that there was no liaison committee, no financial contribution to the infrastructure and no control on the number of daily vehicle movements.
He said the application would be heard by the County on 1 August 2024 and it was anticipated that a monetary contribution would be offered towards the maintenance of Stafford Brook Road, Penkridge Bank Road and Bower Lane. It is also anticipated that a liaison committee will be set up with a representative from the Brindley Heath Parish offered a place, and there will be designated routes to the Quarry and a few other small changes. He understands that no speakers have come forward to address the Planning Committee.
The Committee agreed that the County Council needed to monitor activity regularly to ensure compliance with the planning conditions.
Councillor Adams reported that off road quad bikes and motorcyclist activity on Cemex land had reduced, which could be the result of the good work of the Local Policing Team who regularly visit the area.

9. UPDATES ON OTHER PLANNING MATTERS
The Planning Committee noted that an appeal had been made to the Secretary of State against the District Council’s decision to refuse planning permission CH/24/024. The parish council had raised no objections to the development proposal.
The Clerk informed the Council that advice had not yet been received from Cannock Chase Council on changes to the permitted development rules and how they applied to pop up campsites in the parish. The Council was keen to understand whether pop-up campsites could operate for 28 days or 60 days during the current calendar year and whether any restrictions applied within the Cannock Chase National Landscape.
Councillor Sutherland offered to make enquiries with staff directly at the District Council.
